There seems to be some confusion concerning the origins of the TOE framework. A majority of the papers refering to TOE, cite it as Tornatzky & Fleischer (1990). I have not been able to check a physical copy of the book, but as pointed out by e.g. Dedrick & West (2004), the chapter in The processes of technological innovation where TOE was introduced appears to be written by DePietro, Wiarda and Fleischer. The name of the chapter, which should be used in the referrence, is The context for change: Organization, technology and environment. It would be nice if someone could actually verify this so that we can give credit to the proper authors.
